Chao He, an associate professor at China Economic Research Institute, Liaoning University, holds a Ph.D. in Economics from the University of Wisconsin-Madison. He has previously served as an assistant professor at Renmin University of China, Shanghai University of Finance and Economics, and East China Normal University. His research interests lie in macroeconomics and labor economics, and his papers have been published and accepted by top international journals such as the Journal of Economic Theory, Review of Economic Dynamics, and Journal of Money, Credit and Banking. |

The conventional wisdom says favorable industry shocks should cause regional employment gains. However, using data around China's accession to WTO, we find that favorable industry shocks may also cause losses in regional employment and employment rate, especially for female workers with children. We propose a theory to explain this: favorable industry shocks make entrepreneurs expand production, but more of them choose to enter in geographically advantaged locations instead of their home cities, lowering local labor demand. High-moving-cost workers are especially worse off. Evidence on firm entry, institution quality, and infrastructure supports the theory. Aggregate shocks can have similar effects. |
